This photograph is of a magical evening. When the full moon rises over Cape Cod Bay, the harbor seals haul out on small rocks scattered about along the shore and begin howling like a pack of wolves. There they can dry off and rest without fear of a shark attack.
Harbor seals are common marine mammals along the East and West US coasts. They are often resting rocks or floating ice in glacial fjords with their head and rear flippers elevated in a crescent position.
"State-financed bounty hunters once hunted harbor seals in Washington and Oregon because they were considered competitors of fishermen. This hunting program ended in 1960.
Harbor seals are protected under the Marine Mammal Protection Act."-NOAA.
These are part of the western North Atlantic stock, one group of five in the USA.
